It seems there is an issue with the USB connection to the computer, that while Windows is transferring, it is sending some kind of strange message to the phone. I've also found that if you are trying to transfer less than 100 photos is tends to work better.
I have found that if I open Photos first, then unlock the iPhone before connecting it to the computer it tends to work better. You can try this link from Microsoft for help, For some reason, the new Photos app in Windows 10 is a piece of crap when it comes to transferring photos.
